HTAi Policy Forum January 2013 Meeting Scoping Discussion: HTA and Value

Pre-Conference Session, 9:00 a.m. to 12:30p.m., Sunday, June 24, 2012

Background

Most health systems base coverage/reimbursement decisions on some kind of formal or informal determination of the value of a health technology. However, there is growing debate about the need to ensure that the definition and interpretation of value reflect what is important to patients, carers, other stakeholders, and society more broadly, and to devise methods that can identify and measure these as part of HTA processes to support evidence-based decision making. Mounting pressures on health system budgets make it difficult to determine how to cover the costs of higher-value technologies – and questions of who assumes the risk, who receives the benefit and who should pay the bill are not easily answered. There is also increasing debate about the definition, interpretation and measurement of value as it relates to technology innovation – for instance, whether innovation has an inherent value over and beyond the benefits the technology will itself deliver to patients, carers and other beneficiaries, and how HTA-based decisions, methods or payment processes that draw on measures of value impact technology innovation.

Meeting Objectives

This pre-conference session will serve as a scoping discussion for the January 2013 HTAi Policy Forum meeting. The session is open to the broader HTAi membership as well as Policy Forum members. It will include short overviews of key issues in the area of HTA and Value followed by facilitated audience discussions. The information shared at this event will be used by the Policy Forum Committee, in discussion with Forum members, to define the scope and structure of the January 2013 Forum meeting.
